It is not that non-experts cannot be important voices. But would you want a car mechanic to debug software? Or a software engineer to repair a car? In a high stakes and high pressure situation? Sure, it might occasionally work out, and the outsider might have important perspectives, but there is a lot of trial and error in jumping to a new field that maybe isn't ideal in a pandemic.
