This is a cool idea very well executed. New Order's "Blue Monday" is now a radio staple but when it came out in 1983 it was cutting-edge electronic dance music.This group (about which I know nothing) came up with a new arrangement that used only instruments available in the early Thirties yet still captured that weird, modern sound.
We are living in a Golden Age of political satire. I have to admit, I've fallen way behind. This is the first segment I've seen of Samantha Bee's new show. If this is representative, I need to catch up.

Quotas
One of the underlying issues of the no-excuses charter school thread is the way badly designed, badly maintained metric-based systems can go awry. Arguably the classic example is the Soviet factory producing unusable products to maximize some unrealistic standard.
Here's an account from economist Paul Craig Roberts (It's from American Conservative and I have to admit some doubts about the publications, but Roberts is knowledgeable and the piece seems solid):

For example, the success indicator for the construction industry was the number of projects under construction. Consequently, Moscow was littered with unfinished projects because all activity was concentrated in starting new ones. The plan produced a housing shortage because the incentive was to start new constructions not to complete ones already underway.
If a shoe factory’s gross output indicator was a specified number of pairs of shoes, there would be plenty of baby shoes, but none for large feet, because the same amount of material could be used to produce one large pair or several small pairs.

The Wages of Strauss* -- Part II (Josh edition)
[*Joseph (who knows more than a normal person should on these matters) took mild exception to the previous post in this thread, specifically the way I used Straussianism as a crude shorthand for an argument that goes back to Athens. He's right but I don't have the time to do it right. (What do you expect from a blog?)]
A few days ago, I argued that the conservative movement was based on "the assumption that governing must be done by the intellectually superior elite," so they had put in place "strategies and tactics designed to allow small groups to gain and hold power in a democracy" which left them "vulnerable to hostile takeover" such as the one launched by Donald Trump.
If I would have known about this piece by Josh Barro, I definitely would have included the following quotes:

It's not normal for a political party to rent frontrunner status to cranks and charlatans for weeks at a time. Disastrous candidates are supposed to be blocked by validating institutions. Policy experts explain that their proposals do not add up. The media covers embarrassing incidents from their past and present. Party leaders warn that they will be embarrassing or incompetent or unelectable.
The problem is that Republicans have purposefully torn down the validating institutions. They have convinced voters that the media cannot be trusted; they have gotten them used to ignoring inconvenient facts about policy; and they have abolished standards of discourse by allowing all complaints about offensiveness to be lumped into a box called "political correctness" and ignored.
Republicans waged war on these institutions for a reason. Facts about policy can be inconvenient — a reality-based approach would find, for example, that tax cuts increase the deficit and carbon emissions cause climate change. Acknowledging the validity of complaints about racism could require some awkward conversations with racist and quasi-racist voters in the Republican coalition.
Of course, we're now seeing the unintended consequence of the destruction of those institutions and the boundaries they impose around candidate acceptability: In doing so, Republicans created a hole that Donald Trump could fly his 757 through.

Trumpism is the product of many things. But a key one of them, perhaps the key enabling one, is years of originating and pandering to increasingly apocalyptic and hyperbolic conspiracy theories, fantasies and fever dreams which put middle aged white men up against the metaphorical wall with a thug, foreign, black nationalist, anti-colonialist Barack Obama shaking them down for their money, their liberty, their women and even their lawn furniture.

Revisiting "The Battle for New York Schools: Eva Moskowitz vs. Mayor Bill de Blasio"

When following the education reform movement, it is enormously useful to step back from time to time and look at who was saying what a few years ago. As recently as 2009, it was almost impossible to find serious critics of the movement in the mainstream media (to highlight how much things have changed, I put together an e-book collection of my 2010 education posts, annotated but otherwise unrevised).
As far as I can tell, the Washington Post was the first of the major papers to start turning a tough, critical eye towards initiatives like charter schools, Common Core, and Glengarry Glen Ross incentive systems. Recently, the New York Times has been aggressively investigating problems at Eva Moskowitz's Success Academies, but this is a relatively new position.
This 2014 NYT Magazine piece by Daniel Bergner is interesting on a number of levels, not the least of which being a reminder of how things have changed.

As bad as this section was, the really troubling part (at least for me as a statistician) came later.
Couple of points here.
1. We can go back and forth on different methods of rewarding academic performance in other contexts, but in this case we're talking about diagnostic tests. Doling out special rewards and punishments can and probably does undermine the quality of the resulting data. The fact that Bergner (and, to be fair, most reporters covering the story) seem completely unaware of fundamental education concepts is disturbing;
2. Even more disturbing (though we can't blame this one on Bergner.) is the fact that one of those model teachers whose advice was being sought was Charlotte Dial.

Success Academy (like all charters), they say, possesses a demographic advantage over regular public schools, by serving somewhat fewer students with special needs, by teaching fewer students from the city’s most severely dysfunctional families and by using suspensions to push out underperforming students (an accusation that Success Academy vehemently denies). These are a few of the myriad factors that Mulgrew and Ravitch stress. But even taking these differences into account probably doesn’t come close to explaining away Success Academy’s results.First off, even at the time "vehemently" did not equate to "convincingly." There was already an enormous amount of evidence behind these accusations. Letting SA's denial go unchallenged did Moskowitz a huge favor, as did the unsupported claim at the end. Little more than a year later, the NYT itself was reporting on the Success Academies' "got to go" lists.

In talking to dozens of current and former Success Academy employees and parents, the critique with the most staying power involved the schools’ overly heated preparation for the state exams. A former fourth-grade teacher recounted that network employees made a minivan run to Toys “R” Us and returned to unload a mound of assorted treasures in the back of her classroom. “It was a huge pile,” she says. “We called it Prize Mountain.” She would remind the pupils that a good score on a practice test meant a gift from the mountain.
Teachers also chart students’ results on the practice tests, posting their names and scores on classroom walls. Yet I heard from parents like Natasha Shannon, an African-American mother of three girls in Success Academy schools, that although the public posting could be painful for the children, it was important nonetheless.

For her part, Moskowitz asserts that the public charting is one aspect of the network’s emphasis on feedback, not only for the students but also for the faculty. Throughout the year, whether or not test prep is underway, scores on quizzes and writing assignments are analyzed at network headquarters. Each teacher’s outcome is tabulated, and bar graphs are instantly available to all faculty members. The teachers whose classes lag are responsible for seeking out advice from those who top the graphs, just as the students with red or yellow stickers by their names are guided to emulate the topic sentences of those whose stickers are green or blue.

I was reading these posts by Greg Sargent and Charles Pierce on the turmoil in the GOP over the upcoming convention and I realized that a familiar piece of music was running through my mind in the background, particularly when Pierce brought out the old family bible:

The wailing is now at a pitch audible only to dogs and the teeth are gnashed right down to the gum line, and it's only March. The roosts are so full of chickens that the chickens are starting to cannibalize each other just to have a place to perch. The conservative movement is trying to govern itself again and the Republican Party, which has in that movement its only animating force, is being ground up by the process. A furnace of fire would be a vacation cabin in the Rockies compared to a spot in the withering wrath of one Erick Erickson and his endless escadrille of up-armored tricycles.

I've recently gotten mildly addicted to the Trailers from Hell, not because any of them have been tell-all-your-friends great -- so far none have really blown me away -- but they're consistently pretty good and their subjects/presenters and their bite-sized length make them highly tempting (what would a three minute break hurt?). Occasionally, though, they hit on bigger topics like how budgets spiral out of control.
This segment on the notorious 1963 flop Cleopatra ("the only film ever to be the highest grossing film of the year yet to run at a loss") brings up lots of interesting points, starting with the fact that Fox actually had to sell off part of its lot to stay out of bankruptcy.

The Missing White House Tapes -- you can find everything on Youtube
A friend I grew up with was a big fan of comedy albums. One of his favorites was National Lampoon's Missing White House Tapes.
I hadn't thought about, let alone heard the record for years, but recently something (I don't remember what) reminded me of it. A quick Google search later...
I made some notes for a post I might actually write up one of these days but, in the meantime, for those interested in the period it's a fascinating relic (not to mention a reminder that the National Lampoon brand used to be associated with humor).
The Missing White House Tapes was a sketch comedy voice recording which was a satiric commentary on the Watergate scandal. It was a spin-off from National Lampoon magazine. The recording was produced by Irving Kirsch and Vic Dinnerstein. It was released as a single on Blue Thumb Records in 1973. In 1974 it was expanded into an album, which was subsequently nominated for a Grammy Award as Best Comedy Recording of the year.
The single consisted of a doctored speech, in which Richard Nixon confesses culpability in the Watergate break-in. Side One of the album contains additional doctored recordings of Nixon's speeches and press conferences. Side Two contains sketches performed by John Belushi, Chevy Chase, Rhonda Coullet, and Tony Scheuten.

Policy tangle

One thing that I always find challenging is how to interpret different participation rates in education. For example, this mini-post by Tyler Cowen suggests that Swedish men are under-represented in college level education. The original OECD articles notes:
So what is the threshold to consider policy interventions? Because if we see the low level of participation in science and engineering by women to require efforts to encourage women to enter these fields, then shouldn't Sweden be intervening to encourage men to complete Bachelor's degrees?
I admit that just examining the participation rate is divorced from historic context (e.g. gender inequality), and I am sympathetic to these arguments. But the general issues that under-participation in higher education are likely to bring seem to be the foundation for future issues for current generation of young men and seem to be worth understanding more clearly.

When did following up become the exception instead of the rule?

In recent years, the national minimum wage has become a hot topic, with people debating about the importance of a living wage vs. the value of certain kinds of jobs. However, one CEO, Dan Price of Gravity Payments, shocked everyone on April 13 of this year by announcing that all of his employees would be receiving a minimum salary of $70,000 a year; not only that, he'd be substantially cutting his own salary to pull it off. In one of the many interviews he had after the announcement, he stated that he had learned how raises can mean the world to lower-income employees, especially after talking to one of his lower-paid workers, like a highly condensed version of A Christmas Carol.First of all, I don't want to take anything away from the Bloomberg article. It's a very well-done piece and the reporter Karen Weise deserves a great deal of credit for breaking the real story. My concern is that a lot of other reporters stuck with the decidedly unreal story for far too long. This story broke in April; Weise came out with the corrected version in December.
Unfortunately, it wasn't all happy for Price, who ended up being sued by his brother shortly after the raises were announced. His brother Lucas owned about 30 percent of the company, and apparently wasn't happy with this newfound generosity.

Actually, it turns out there was a small error in the above paragraphs. We said that Dan Price was sued after the pay raise, but as it turns out, the lawsuit was actually filed before the controversial move. Also, by "small error," we mean "enormous mistake that changes everything about the story." Our bad.
According to Dan Price, the lawsuit was filed two weeks after the pay raise, which is true. However, Bloomberg did some digging and discovered that Price was served on March 16, nearly a month before. According to the lawsuit, Dan Price abused the company's assets to give himself a huge salary, while cutting down on what Lucas would be paid, in a somewhat Zuckerberg-esque move.
So when you look at that timeline, it seems a lot less like the headline is "CEO Has Change Of Heart, Becomes Generous" and more like it's "CEO Tries To Hide Douchebaggery By Acting Like Santa Claus." Though Santa probably doesn't pay elves much more than minimum wage either.

In the 1860s, on the western slope of California's Sierra Nevada mountain range, Colis Huntington and Leland Stanford won a government contract to build a railroad from San Francisco to the east. The government offered them, in incentives, $24 million in government financing and 9 million acres of land. They had then negotiated with the cities and towns of central California: if a town did not contribute funding to the railroad, the railroad would avoid that town--and it would in due course disappear.
It was claimed that Huntington, Stanford--then also Governor of California--and their partners had built the railroad without putting up a dime of their own money (see U.S. Congress, 1873).
By 1869 they had built the Central Pacific Railroad was built, from San Francisco out to Ogden, Utah, where it met the Union Pacific. The stockholders of the Central Pacific then discovered that the railroad was in horrible financial shape.
Some $79 million of stocks and bonds (including the $24 million from the government) had been floated, and the cash had been expended. $79 millon in cost of materials and payment for construction had been paid to the Central Pacific Credit and Finance Corporation. The Central Pacific Credit and Finance Corporation had spent some $50 million in wages and materials costs to build the railroad, and its shareholders had pocketed the remaining $30 million.
Who were these shareholders? Colis Huntington, Leland Stanford, and two of their other partners. Who were the Central Pacific executives who had approved this arrangement with the Credit and Finance Corporation? Colis Huntington, and Leland Stanford...

One of these days, we need to have a discussion of Kickstarter...
... and about crowdfunding in general. Though some of the lines get a bit blurred, I think that most of us would like to see these sites funding deserving (fills a social need, is genuinely innovative) projects that can't get money through conventional channels. Most of use would also agree that it's a problem when the funding is diverted to high profile sequels, actors cashing in on their celebrity and products that major manufacturers would already be making if they were workable ideas.
Second only to the Pebble as one of the most successful Kickstarters ever, Coolest Cooler raked in more than $13 million in funding during its month-long campaign. The portable cooler is a barbecue-er’s dream, offering a battery-powered blender, a cutting board, waterproof Bluetooth speaker, a USB charger, and storage space for up to 55 quarts of chilled refreshments.
Unfortunately, the ultimate camping complement is becoming a nightmare for the company and backers alike. CEO Ryan Grepper announced last year that problems with the blender would delay the shipment of the unit this spring. Because it had to find a new source of blenders, the company also confirmed it was going to sell a select number of units on Amazon to “keep the lights on” and “make certain that every single backer’s Coolest can get made and shipped.” This decision caused an outcry among supporters, who wondered why these completed units were being sold to new customers instead of being sent to pre-order customers.

If you start from the assumption that governing must be done by the intellectually superior elite and that handing over power to the masses will lead to disaster, you are basically faced with two choices:
You could openly tear down the democratic institutions of the country and replace them with something authoritarian;
Or, you can subvert the democratic processes so that a small, powerful group can hold power even when it entails regularly going against the will of the majority.
How can you accomplish the latter?
-You can make voting less representational, either by suppressing the vote of those who disagree with you or by seeing that it counts less through measures such as gerrymandering.
-You can make sure to control certain strategic points such as K St. or state governments during redistricting.
-You can take advantage of what might be considered inefficiencies in the issue market, finding voters who put so much value on one issue that they consistently undervalue the rest and are willing to trade them away.
-You can create a favorable media environment. For supporters you construct an immersive world of tailored news and opinion. With the mainstream media you undermine, manipulate, and intimidate.
Obviously this is just an outline. Each of these bullet points could be the jumping off point for long discussions, but I am working under the assumption that everyone reading this pretty much knows what would be said.

Hard to believe we've never heard of this guy
I've got a new post up at the teaching blog about showing kids how to spot questionable claims, using this article from the generally reliable Wikipedia as an example:
Wallace L. Minto (August 6, 1921, in Jersey City, New Jersey, United States – September 3, 1983) had a passion for science at a very young age. For instance, at age 13, he and his father, Wallace Milton Minto, stock piled more than 50 tons of uranium rich ore in Sparta, NJ. He was also the first to split the uranium atom while still a teenager. This nearly created an atomic explosion in his family home. At age 16, Wallace synthesized radium and invented what is now known as "Scotchlite". He had a copyright on his own periodic chart which renamed all the elements.
When only 16, he was a student at Columbia College and was later instrumental in convincing Albert Einstein to write a letter to President Franklin D. Roosevelt (dated August 2, 1939) stressing the need for the United States to expand its experimentation with Atomic Energy, leading to the Manhattan Project. Consequently, Minto sold his uranium rich ore to the U.S. Government for use in the Manhattan Project.[1]
On June 26, 1944, Minto was enlisted by Dr. Andrew H. Dowdy, director of the Manhattan Department of the University of Rochester, to take charge of the Special Problems Division of the Manhattan Project. Minto reported directly to General Leslie Groves and reportedly threw Groves out of his lab for tampering with his beakers.

A useful reminder about following one's passion:
This is in the context of writing, but it applies to a lot of other things. In a real sense, the time, space, and money to fail is a benefit of social class. This doesn't mean that people are not happy as supermarket clerks or taxi drivers -- one can enjoy that type of job. But it's rarely a passion the way fighter pilot or astronaut (or, heck, even writer) are.
None of which is to say that one should give up easily -- that would be too far the other way. But if things are not improving and one keeps encountering failure then the individual best decision is to think about ways you could end up happy pursuing another outlet for one's creativity.
A useful reminder about following one's passion:
As I've written here before, I am not a big believer in the philosophy, "Never give up on your dream. If you keep at it and never surrender, eventually you will make it." I believe the person who came up with that also used to invent "can't lose" strategies for the game of Roulette. In any game where there's a chance of winning, there's a chance of losing and in any profession that requires skill, there are those who just plain don't have enough of that skill.
And it might not be skill at writing. It might be skill at selling the work, which can be a separate but equally-necessary talent. Before you throw good years after bad, ask yourself if there's something else you could be happy doing…
This is in the context of writing, but it applies to a lot of other things. In a real sense, the time, space, and money to fail is a benefit of social class. This doesn't mean that people are not happy as supermarket clerks or taxi drivers -- one can enjoy that type of job. But it's rarely a passion the way fighter pilot or astronaut (or, heck, even writer) are.
None of which is to say that one should give up easily -- that would be too far the other way. But if things are not improving and one keeps encountering failure then the individual best decision is to think about ways you could end up happy pursuing another outlet for one's creativity.

Rational decisions based on incorrect assumptions
Recently, Marco Rubio gave a speech in which he more or less boasted about calling Trump out as a con man " five days ago." This hits on a question Joseph and I have been discussing and texting over for quite a while now, why did it take so long? Why did topics like Trump University go unmentioned until the candidate was on the verge of cinching the nomination?
Joseph suggested glass houses. Lots of Republican candidates would prefer that the topic of for-profit education not come up. I am sure there is something to that but I think there is a bigger and scarier factor.
What if the people in charge of the Republican Party actually believed what they read in the paper? Even without the threat of a third party run (though that may have been the main factor), the Party had plenty of reason to be reluctant to piss off Trump. He had money, power, media access, a devoted following and a proven willingness to play nasty.
Balanced against the considerable risks of attacking Trump, what were the risks of letting him be? That depended on who you listened to. Among those with good track records, there were basically two camps: the guardedly nervous and the confidently optimistic. The first group (Paul Krugman, Josh Marshall, Jonathan Chait, et al.) considered a Trump nomination a long shot but still something to be taken seriously, partially because long shots do come in and partially because Trump would almost certainly exert considerable influence even if he didn't win the primary. The second group (which included most major data journalists) argued that Trump had virtually no chance of winning, was “not a real candidate,” and would have no significant impact on the rest of the race.
Even at the time, a lot of us pointed out problems with the optimistic camp position. The statistics cited were piecemeal and didn't come together in a coherent argument. Important parts were left out of the historical analogies. Conflicting evidence was ignored. Narratives took the place of models. Nonetheless, the optimistic position was the overwhelming establishment favorite.
Working from those favored assumptions, the delay in hauling out the serious charges against Trump would have been entirely rational. Why engage in a costly battle against an opponent who was already on the verge of imploding?
And when those assumptions have their final, fatal encounter with reality, outcomes like this were entirely to be expected:
So many things are happening right now - mostly with the actors in question having no clear plan for what they're doing - that it's very hard to know where our politics will be a week from now let alone in six months. But there's one thing we can see clearly and it's worth noting: top Republican stakeholders are breaking a lot of china right now that will be very, very hard to unbreak. What seems most relevant to me is that almost all of this is being done with no clear sense of an end-game or even a clear plan.

In two lengthy interviews, she said that she did not know what was happening in her daughter’s classroom before she saw the video. She said that she was so upset by what she saw — and by the network’s rush to rally around Ms. Dial, while showing little concern for her daughter or other students — that she took the girl out of the school in late January.
Ms. Miranda said that while Ms. Dial had apologized to her, the teacher had never apologized to her daughter. She said that a public relations specialist for Success drafted an email for her, asking The Times not to publish the video, and that at a meeting Ms. Moskowitz held at the school on Jan. 20, Ms. Moskowitz asked the parents to support Ms. Dial and to defend the school to the paper. Ms. Miranda said that when she stood up, identified herself and objected that Ms. Moskowitz was asking parents to support the teacher without even showing them the video, Ms. Moskowitz cut her off.
“She’s like, ‘You had enough to say, you had enough to say,’ and she tried to talk over me,” Ms. Miranda said. “So I just really got frustrated, and I just walked out, and the parents that were concerned followed me, and the parents who were against me and for the teacher” stayed in the auditorium.
Ms. Miranda took her daughter home that morning and did not bring her back to the school. The next week, after confirming that there was a seat in the regular public school where her younger son is in prekindergarten, she withdrew her daughter and placed her in that school.

The video was recorded surreptitiously in the fall of 2014 by an assistant teacher who was concerned by what she described as Ms. Dial’s daily harsh treatment of the children. The assistant teacher, who insisted on anonymity because she feared endangering future job prospects, shared the video with The New York Times after she left Success in November.
After being shown the video last month, Ann Powell, a Success spokeswoman, described its contents as shocking and said Ms. Dial had been suspended pending an investigation. But a week and a half later, Ms. Dial returned to her classroom and her role as an exemplar within the network.

In an interview and at the news conference, Ms. Moskowitz dismissed the video as an anomaly, but Ms. Miranda’s daughter, now 8, said that Ms. Dial frequently yelled at students for infractions like not folding their hands. Success is known for its students’ high achievement on state tests, and it emphasizes getting — and keeping — scores up. Jessica Reid Sliwerski, 34, worked at Success Academy Harlem 1 and Success Academy Harlem 2 from 2008 to 2011, first as a teacher and then as an assistant principal. She said that, starting in third grade, when children begin taking the state exams, embarrassing or belittling children for work seen as slipshod was a regular occurrence, and in some cases encouraged by network leaders.

"I must say: I am completely baffled by the Trump and evangelical numbers. Bizarre," Michael Cromartie, the Vice President of the Ethics and Public Policy Center, first said in response to a query on the topic.This is just the latest chapter in a long-running thread. Traditional Fundamentalist Protestant evangelicalism has been dead as a political force for years now, long since replaced by a more manageable social reactionaryism. Though they share many positions, social reactionaries are generally in favor of popular public secular displays such as Xmas pageants, by definition more inclined to undo social reforms and far, far more willing to play nice with other denominations.
Cromartie said that either evangelical voters are not prioritizing their values when they go to the ballot box or the definition of "evangelical" or "born again Christian" has grown too broad.
“The definition of evangelical is starting to get elastic," Cromartie said "In the past, evangelicals were people who had moral and culture conservative values and they cared less about the economy and jobs. ... Either they have put on deep dark sunglasses and are saying they like a person who speaks bluntly and emphatically about the fact that we don’t win anymore or the definition has grown too broad."
In exit polls, large numbers of Republican voters identify themselves as "evangelical or born again." In South Carolina, 70 percent of Republican voters identified as evangelical, according to a report in the National Review. But if you look more closely at the numbers, the National Review's analysis indicates that Cruz performed better in counties in South Carolina where voters reported they went to church more often. Trump, meanwhile, did better in counties where voters went to church less frequently.
And, of course, more likely to vote for agnostic sybarites who promise to make America the way it used to be.

Still don't want to push the 1964 analogy too far, but...
One of the many lessons this campaign has taught us about the press is that many, perhaps most, pundits are really bad at what George Polya would call inference by analogy. Rather than looking at historical parallels as the source of plausible hypotheses about the underlying relationships (relationships that can be explored, tested and very slightly extrapolated beyond the range of data), a shocking number of otherwise smart people seem to believe that these parallels suggest that history is simply about to repeat itself. For all its intellectual trappings, that reasoning is no more sophisticated than that of the sports fan who always puts on his lucky underwear before a big game.
Trump is not Goldwater and both the country and the Republican Party were very different in 1964 than they are today. With that in mind, there are some parallels worth considering. I've already posted the Daisy spot in response to Cruz's comments on nuclear weapons. LBJ's ads are even more relevant to recent developments in the Trump campaign.

REPUBLICAN: I don't know just why they wanted to call this a confession; I certainly don't feel guilty about being a Republican. I've always been a Republican. But when we come to Senator Goldwater, now it seems to me we're up against a very different kind of a man. This man scares me.

And then Goldwater says, "Well, I wouldn't put it that way." I can't follow that. Was he serious when he did put it that way? Is he serious when he says I wouldn't put it that way? I just don't get it. A President ought to mean what he says.
President Johnson, Johnson at least is talking about facts. He says, "Look, we've got the tax cut bill and because of that you get to carry home X number of dollars more every payday. We've got the nuclear test ban and because of that there is X percent less radioactivity in the food." But, but Goldwater, often, I can't figure out just what Goldwater means by the things he says. I read now where he says, "A craven fear of death is sweeping across America. What is that supposed to mean? If he means that people don't want to fight a nuclear war, he's right. I don't. When I read some of these things that Goldwater says about total victory, I get a little worried, you know? I wish I was as sure that Goldwater is as against war as I am that he's against some of these other things. I wish I could believe that he has the imagination to be able to just shut his eyes and picture what this country would look like after a nuclear war.
Sometimes, I wish I'd been at that convention at San Francisco. I mean, I wish I'd been a delegate, I really do. I would have fought, you know. I wouldn't have worried so much about party unity because if you unite behind a man you don't believe in, it's a lie. I tell you, those people who got control of that convention: Who are they? I mean, when the head of the Ku Klux Klan, when all these weird groups come out in favor of the candidate of my party — either they're not Republicans or I'm not.
I've thought about just not voting at this election, just staying home — but you can't do that, that's saying you don't care who wins, and I do care. I think my party made a bad mistake in San Francisco, and I'm going to have to vote against that mistake on the third of November.

And, of course... Florida
I realize we've been hammering the charters pretty hard lately, but the intention has never been a blanket condemnation. There are a lot of good ideas here and even more good people, but, at present, the whole enterprise has at least two fatal flaws: a naive approach to metric-based policy and a childlike faith in the power of markets to overcome conflicts of interest.
The result has been exactly what any reasonable person would have expected.

Rep. Erik Fresen ['named “legislator of the year” by Florida’s for-profit college lobbying group, the Florida Association of Postsecondary Schools & Colleges'], a font of smiling insincerity, wants the state to turn most of its school construction and renovation funds over to companies that run charter schools.Here's more on the story from the Miami Herald.
Never mind that traditional schools outnumber charters about 6-to-1. Never mind that from 2009 to 2014, charters got $312 million in capital funds and traditional schools got a pat on the head. Never mind that practically 1 out of every 4 charters eventually closes and that taxpayer money is forever lost.
Nope, let's forget all of that for a minute and focus on Fresen, a Republican from Miami.
The guy the Miami Herald reports earns $150,000 a year consulting for an architecture firm that specializes in — I can't make this up — building charter schools. The guy whose sister and brother-in-law are executives with one of the state's largest charter operators.
Now, who thinks that might be a conflict of interest for a politician in charge of divvying up construction funds between charters and traditional schools?

The schools were to have "special emphasis on expanded learning experiences for students who are identified as academically low achieving.''
That sounds like at-risk kids. Poor kids. Minority kids.
And yet, all these years later, that's not what's happened.
For instance, based on the data included in the Florida Department of Education's school grades released Friday, 68 percent of the students in traditional Hillsborough County schools are considered economically disadvantaged. And yet, in the county's three dozen charter schools, only 30 percent of the students are economically at-risk.
So maybe Hillsborough is an outlier. An aberration.
Except poor kids also are underrepresented at charter schools in Pinellas County. And Pasco. And Hernando.
In South Florida, where charters are everywhere, the numbers are truly disturbing. Let's look at the schools where more than 80 percent of the students come from low-income families. Can we agree those are the situations where charters might do the greatest good?
Well, in Miami-Dade, more than 51 percent of traditional public schools fall into that category, and only 35 percent of charters. How about the reverse situation? Schools where less than 20 percent of the students come from low-income families? That would be 1 percent of the public schools, and 13 percent of the charters.
In other words, the numbers are opposite what they're supposed to be. Charters seem to be catering more to wealthy families and leaving the poor kids behind. And, as a bonus, the state keeps taking money away from those public schools to give to charters.

This is not a knock on charters. Many are truly exceptional, and some are succeeding in situations where public schools failed.
Instead, this is a plea to parents. To taxpayers. To anyone who cares about public schools. Your Legislature has sold what remains of its dark soul to the growing industry of for-profit education. Lawmakers will talk fancy about being fiscal watchdogs, but it's all a ruse to cater to companies that see students as living, breathing profit margins.

As you read this, keep repeating to yourself, "second graders"
The following is from Boston area teacher Emily Kaplan's account of her earlier experiences working for a no-excuses charter school. If you've been following the Success Academy story, parts of this will sound very familiar:
Let me go a bit further. I've seen close up a number of educators, schools and programs that provided kids of color from poor families with "a comprehensive, developmentally appropriate, and humane education" and (once you get past the cooked data) did a better job closing the achievement gap than most of the no-excuses charter schools.
Sixteen seven- and eight-year olds sit in a circle on the floor. On the wall to their left— the first thing they see upon entering and exiting the classroom, always done in complete silence— is a list of individual “Assessment Goals.” (This “no excuses” charter network creates its own high-stress tests, which all students take at least five times per month, beginning in kindergarten.)
...
The teacher speaks to them in a slow, measured tone. “When I left school here yesterday, after working hard all day to give you a good education so you can go to college, I felt disappointed. I felt sad.”
Shoulders drop. Children put their faces in their hands.
“And do you know why?” The teacher looks around the circle; children avert their eyes.
One child raises her hand tentatively. “We didn´t do good on our tests?”
The teacher nods. “Yes, you didn´t do well on your assessments. Our class average was very low. And so I felt sad. I went home and I felt very sad for the rest of the day.”
The children nod resignedly. They´ve heard this many times before.
Suddenly, one child, an eight-year-old who has been suspended for a total of sixteen days for repeatedly failing to comply with school rules, raises his hand. The teacher looks at him. “I am noticing that there is a question.”
The child tilts his head. “What does average mean?” Several children nod; it seems that they, too, have been wondering this, but have been too afraid to ask.
The teacher sighs. “It´s a way to tell if everyone in this room is showing self-determination. [This is perhaps the most maddening part for me. Good teachers live for these kind of pertinent, engaged questions. I don't care if your desk is on fire, you make time to answer them. At the very least, you say "that's a great question, but we'll have to come back to it later." -- MP] And what I saw yesterday is that we are not. Scholars in Connecticut College” —at the school, children are “scholars,” and classrooms are named after four-year colleges— “are not less smart than scholars in UMass. But the scholars in UMass got a 78% average.”
One girl pipes up. “And we only got a 65%!”
The teacher moves the child´s clothespin a rung down on the “choice stick” for speaking out of turn.
“And the scholars in Lesley got a 79%. The scholars in UMass and the scholars in Lesley are not smarter than you are. They do not know how to read better than you.” She looks around. “They do not know how to write better than you.” Suddenly, her voice rises in volume. “Scholars, what can we do to show UMass and Lesley that we are just as smart as they are?”
The children look to the list of “assessment goals” posted on the wall. They raise their hands, one by one.
“I will read my work over so I don´t make mistakes.”
The teacher nods.
“I will begin every sentence with a capital letter.”
“I will do my best work so you don´t get sad anymore.”
The teacher smiles. “Good.”
This teacher— with whom I co-taught a second grade class— is now a high-level administrator and “instructional coach” at the school. It is her job to ensure that the school’s instructors (almost all of whom are white) to “teach” using these dehumanizing, teacher-focused tactics with their students (almost all of whom are children of color from low-income families.)

At this school, children are deprived of a comprehensive, developmentally appropriate, and humane education; instead, they are subjected to militaristic discipline, excessive amounts of testing (well beyond that which is already mandated by the state), a criminally deficient amount of playtime (in a nine-hour school day, kindergartners have twenty minutes of recess) [I take it back. That twenty minutes of play is the most maddening part -- MP], and lack of access to social-emotional curricula— all so that the people who run their schools can make a political point.
Let me go a bit further. That doesn't mean Rand is irrelevant -- it's an odd perspective and it can highlight some social conventions that need examination. But, as a complete system, it starts out on really shaky ground.
Collectivism is the tribal premise of primordial savages who, unable to conceive of individual rights, believed that the tribe is a supreme, omnipotent ruler, that it owns the lives of its members and may sacrifice them whenever it pleases.One thing that seems to be not well considered is that, in a state of nature, collectivism is also required for survival. Absent science-fiction (or possibly bleeding edge tech) we all require the efforts of other people to come into existence. After all, people all had stages with mothers and with early infant care, in which they could not reasonably be an autonomous individual.

She resolved this contradiction by claiming that humans are born as tabula rasa, a blank slate, (as many of her time believed) and prosocial tendencies, particularly altruism, are “diseases” imposed on us by society, insidious lies that cause us to betray biological reality.The trouble here is that biological reality involves dependence. At the very basic level, people are from families and not individuals that spring into existence (a point I first heard on Youtube). Is not a natural drive towards cooperation a key element of family? Which doesn't mean that you can't have vicious competition, both within and between families -- consider the War of the Roses, or the fiction series a Song of Ice and Fire.
Looking at animal behavior doesn't make things any better. Most mammals have some degree of child care and assistance for offspring. That makes a strong biological argument unlikely.
That doesn't mean Rand is irrelevant -- it's an odd perspective and it can highlight some social conventions that need examination. But, as a complete system, it starts out on really shaky ground.

As mentioned before, there is reason to believe that at least part of the success Success has had at raising scores on some (though notably, not all) standardized tests can be attributed to selection biases that that effectively filter out many of the kids most in need of help (ESL students, the learning disabled and virtually all of the homeless).
This filtering does not appear to stop with the admissions process, at least when it comes to LD kids. Success is currently facing a wave of damning and credible accusations (not to mention lawsuits) around this issue. What's more, they wouldn't provide even accommodations for any infractions despite the fact that some were trivial while others were, by the administrators own admission, the result of the student 's disability.
On an implicit level, it is difficult to read this as anything other than a systematic and very effective way of getting rid of kids who put a disproportionate drain on the school's time, money and resources and who are unlikely to do much to improve the school's test scores. In particular, the policy of having (in many cases single) parents have to take off work because their kids were crying or not keeping their eyes forward is exactly what I would do if I were in their place and lacked all sense of common decency.

The tapes, a copy of which the mother supplied the Daily News, poke a hole in claims by the fast-growing Success Academy chain founded by former City Councilwoman Eva Moskowitz that it doesn’t try to push out students with special needs or behavior problems.A few quick observations on the explicit and implicit here.
Nancy Zapata said she resorted to the secret tapes last December and again in March after school officials used their “zero tolerance” discipline policy to repeatedly suspend her son, Yael, kept telephoning her at work to pick him up from school in the middle of the day and urged her to transfer him.

“There was a point when I was getting a call every day for every minor thing,” Zapata said. “They would say he was crying excessively, or not looking straight forward, or throwing a tantrum, or not walking up the stairs fast enough, or had pushed another kid.”
What school officials did not do, Zapata said, was provide the kind of special education services that her son’s individual educational plan, or IEP, requires.

At one point in the tapes, a Success official can be heard telling Zapata:
“We’re technically out of compliance because we aren’t able to meet what his IEP recommends for him.”

In the tapes, however, another Success administrator is heard acknowledging that Yael’s tantrums are related to his speech disability.
“He is getting really frustrated when people can’t understand what he’s communicating, and you can’t blame him for that,” the administrator tells Zapata.
In a second meeting, the mother asks why Success admitted her son through a lottery but is not providing him all the services he needs.
“If they have those special education needs, you’re absolutely right that they need to be fulfilled,” an official replies, but then quickly adds that the network doesn’t offer smaller special ed classes in kindergarten.
“We will help them find the [appropriate] DOE placement,” the official says.
In other words, lottery or not, kindergarten kids like Yael who need smaller classes should find a public school that has one.

Just when you thought Hulu's anti-trust issues couldn't get any worse
Hulu has always been a great example of two important business principles:
First, that it is nearly impossible to get in trouble for anti-trust violations these days (Hulu was a partnership of ABC/Disney, NBC/Universal and Fox);
And second, no business model is idiot-proof (though it does take a great deal of incompetence to screw up something this close to a monopoly).
Because it has been so poorly conceived (starting with wildly optimistic estimates for advertising revenue) and badly run, Hulu's backers have been backing away for a while now and the company would love to find another pair of deep pockets, and since it has a near monopoly on its corner of the market, it offers potential buyers a unique opportunity to screw over the consumer.

Time Warner is closely aligned with one of the most hated and antiquated industries in the entire economy, cable TV. That industry is being pressured by new technologies. Of those, perhaps the most threatening are services that allow viewers to see the most popular content cable offers a few days later on the internet for free. If those services were split up over a wide range of providers, Time Warner and the cable companies would probably have to deal with the new landscape by rethinking their business models, improving their product, cutting prices, and doing a wide range of other things we'd like to see. Unfortunately, since so much of this potential competition is concentrated in one horribly managed company, Tim Warner apparently believes it can just buy a stake in the train wreck and force it to stop providing those services to the consumers.

Time Warner is deep in talks to buy a 25% stake in Hulu, but the company ultimately wants episodes of current TV seasons to be kicked off Hulu, according to The Wall Street Journal. This isn't a condition for investment, but it puts Time Warner fundamentally at odds with something that has been an integral part of Hulu's business model and has helped the service snag 10 million subscribers (for reference, Netflix has about 45 million US subscribers). [Those two numbers practically meaningless. Hulu has a two-tier model (ad-based and fee-based) so most of its viewers and possibly most of its revenue come from non-subscribers. -- MP]
Why does Time Warner want to cripple Hulu's big advantage?
The company sees "next-day" TV content as something that undermines the value of its pay-TV packages, The Journal reports. Time Warner fears that Hulu's popularity, especially built on the back of current TV seasons, will accelerate cord-cutting, or the ditching of cable subscriptions altogether.
At its core, the argument comes down to whether you believe the big bundle, the 500-channel cable package, can be saved. Time Warner clearly does, and it wants to bulk up its own TV Everywhere packages, which are tied to a cable subscription. From this vantage point, it's easy to see why Time Warner sees Hulu as undercutting its business.

It is notable and more than a little disheartening that this reporter, like most of his colleagues, seems to see all things that improve achievement scores as equally desirable, even those tactics that only serve to undermine the validity of the test.

But, I think we can all agree that when losses exceed revenue then the endgame is not likely to be a new system of rides that are more cost effective. There may be economies of scale, but they are not likely to overcome that kind of problem (not the revenue doesn't exceed losses . . . which is a very long way from profits).
Just something to ponder when we make direct comparisons between costs of taxi cabs and Uber car services, like here. These prices aren't going to be this low forever, unless Uber has a clever car plan to reduce costs of acquisition and repair. And that's the part of the plan that I am most interested in.

A recent article in The Information, a tech news site, suggests that during the first three quarters of 2015 Uber lost $1.7bn while booking $1.2bn in revenue. The company has so much money that, in at least some North American locations, it has been offering rides at rates so low that they didn’t even cover the combined cost of fuel and vehicle depreciation.These numbers only have to be vaguely correct for there to be serious concerns about predatory pricing. Because below the cost of fuel and vehicle depreciation is selling at a dead loss. Of course, Uber is a very smart company and they have created a class of independent contractors to try and make a direct link between costs and revenue tricky to do.

Working towward a notion of plausibility -- Krugman on models
I know I always promise I'm going to come back later and tie things together, but thiss time I really mean it.

And that really gets at my point, which is not that existing models are always the right guide for policy, but that policy preferences should be disciplined by models. If you don’t believe the implications of the standard model in any area, OK; but then give me a model, or at least a sketch of a model, to justify your instincts.
What, after all, are economic models for? They are definitely not Truth. They are, however, a way to make sure that the stories you tell hang together, that they involve some plausible combination of individual behavior and interaction of those plausibly behaving individuals.
Take, for example, the famous open letter to Ben Bernanke demanding that he call off quantitative easing. The signatories declared that “The planned asset purchases risk currency debasement and inflation, and we do not think they will achieve the Fed’s objective of promoting employment.” OK, how is that supposed to work? What model of the inflation process do you have in which an expansion of the Fed’s balance sheet translates into inflation without causing an overheating of the labor market first? I’m not saying that there is no possible story along those lines, but spell it out so we can see how plausible it is.
What I said in my Mundell-Fleming lecture was that simple models don’t seem to have room for the confidence crises policymakers fear – and that I couldn’t find any plausible alternative models to justify those fears. It wasn’t “The model says you’re wrong”; it was “Show me a model”.
The reason I’ve been going on about such things is that since 2008 we’ve repeatedly seen policymakers overrule or ignore the message of basic macro models in favor of instincts that, to the extent they reflect experience at all, reflect experience that comes from very different economic environments. And these instincts have, again and again, proved wrong – while the basic models have done well. The models aren’t sacred, but the discipline of thinking things through in terms of models is really important.

For those who haven't been following the education reform debate closely, Duncan's quote tends to come as something of a shock. The idea that the storm was the best thing to happen to any aspect of the city seems too much to consider. Within the movement, though, the Big Easy has long been seen as the perfect test case and its perceived successes have been a source of pride and validation.
To a lesser extent (though gaining ground), New Orleans is seen by reform critics as evidence of fundamental flaws in the movement agenda. They point to draconian discipline, student protests and, increasingly, scandals.

The former principals of ReNEW SciTech Academy in Uptown New Orleans were accused Friday (Jan. 29) of special education fraud, failing to follow federal special education law and breaking state testing rules. Louisiana Recovery School District officials said the principals, Tim Hearin and Alex Perez, snagged almost $320,000 in public money for the school in the 2014-15 academic year by artificially inflating special education services.

Gary Robichaux, the ReNEW group's chief executive during the shenanigans, remains employed by the six-school charter network in an advocacy position at his same $154,000 salary, officials said. That's even though emails released by the state show he knew about some of the manipulations at least as early as January 2015.

Recovery Superintendent Patrick Dobard said the issues were very serious; ReNEW is currently in breach of its charter contract, which could result in losing its schools. The Recovery system does not have the authority to recover money SciTech received inappropriately, Dobard said.

The special education tricks were big and blatant, intended to fill a $300,000 budget gap that Hearin and Perez knew they were creating at their 730-student school. The Recovery system doles out special education money based on the number of students who need services, their specific diagnoses and the amount of time they need help.
SciTech rushed students through special education evaluations, sometimes without parent involvement, increasing the school's budget by $137,800. Staffers also blew up the education plans of 49 students, adding an average of 1,032 minutes of extra help, which totals 2 1/2 days per week; that brought in $180,000.

Paradoxically, at the same time the principals juiced the special education funding, they ignored the special education students, telling staff they were "to be a secondary priority to students who were more likely to pass the state assessments," the report says. Some kids, the principals said, "don't count."
Seventy-seven children were supposed to have some time in a separate classroom, but there was no evidence SciTech did that for any student last year. Nineteen of 76 children received none of the services in their individual education programs, and about 42 received partial help. Federal law requires that public schools give children the services specified in their plans.
Instead, Hearin and Perez spread the money across the school to support increased staffing overall – including "special education" teachers who didn't know they were supposed to teach special education. When one administrator complained, one of the principals insulted them for "conflating law with morality," the report says. The staffer decided three days later not to return to SciTech in the fall.

The principals had planned, however. They held back a large number of students going into the fall of 2014 – 15 percent – in the hope of improving test scores. This was one of the violations found in March 2015 at Lagniappe Academies, which the state then shut down. At least one mother didn't even know her child was repeating seventh grade, according to a May 14 email: She "came in today wanting to discuss high school."
SciTech leaders also tried to commit another trick later outlined in the Lagniappe report: giving students test accommodations for a disability even if they did not have a disability. Teachers resisted the request; it was not clear in the report whether any gave in.

Those are just two of the explosive findings in a report released Tuesday (March 3) by the state. More:
The school held back almost one third of its students last year, sometimes despite spring report cards saying the child did well.
Administrators refused to screen students for special education services even when families had a diagnosis from a doctor.
They created a "Do Not Call" list of families whose children they did not want back, and instructed staff to skip them when phoning families with key information about registration and summer session.
When state officials were to visit, administrators asked staff to move furniture out of a storage space so it looked like the school had a special education room.
And administrators put in for a very high number of disability accommodations requests when testing time came around -- although almost no students received those accommodations during the school year.

In a written response, the Lagniappe board asked for more time to consider the findings. It also submitted an affidavit from administrator denying a handful of the allegations.
Lagniappe board member Dan Henderson called the report "a big distraction" in a Monday email to NOLA.com | The Times-Picayune. "We are continuing to serve all of our 160 students, and look forward to another round of high-stakes testing, showing again our amazing accomplishments."
John Ayers, executive director of Tulane University’s Cowen Institute for Public Education Initiatives, said that’s not surprising, considering RSD’s growth over the past few years.
The next step, he said, is for schools with impressive gains to share what worked.
“If we have a pocket of excellence that may be Lagniappe — and they may be very proud of what’s happening — how do we get that innovation to spread?” he said.

“[T]he feeling that you don't believe that black and brown kids can be successful" -- why culture and rhetoric of the reform movement make civil discussion so difficult

Eva Moskowitz and the Success Academies have a long history of putting together what might be categorized as Astroturf events with students, parents and teachers in order to apply political pressure or counter bad publicity. Last Friday's news conference appears to be an example.

While Moskowitz and her staff and advisers have been fairly transparent about using attacks to deflect criticism, I strongly suspect that Seagrave is being sincere, which makes the quote all the more disturbing. The recent stories in the New York Times have questioned the appropriateness and effectiveness of the schools' methods. They did not in any way suggest that the students at the schools were somehow less academically or intellectually capable. On that level, Seagrave's comment would seem to be a total non sequitur.
But I don't think she was making that argument. I've been on this beat for a long time now and I've seen enough similar responses to have a pretty good feel for these discussions and my take is that she was reacting to the criticism on a very general level. To make negative statements about Eva Moskowitz and the Success Academies network was to imply that poor, minority kids were beyond help.
Watching the video below, it is easy to sympathize for the first minute or two, but by the last thirty seconds or so, it is troublingly clear that if you disapprove of Moskowitz's approach or even if you just feel something else is better, there is virtually no common ground.

For many parents at the news conference, last week's article seemed to aggravate a perception of The Times as lecturing minority parents in a paternalistic way. Success Academy has 11,000 students in Manhattan, Brooklyn, Queens, and the Bronx. Its website indicates that 93% of its students are children of color, and 76% are from low-income households.
Last year, The New York Times also wrote a piece that was critical of SA. The report included interviews claiming students in the third grade and above were wetting themselves in classrooms because they felt so stressed out and didn't want to lose time during standardized tests. The same article described the public shaming of students for poor grades.
"I'm keeping it civilized, because when I read this thing this morning and was home alone, you don't want to hear what I was saying," Senhaji added before arguing that The Times was overstepping its bounds by suggesting that parents were unaware of what was going on their kids' schools.
Natasha Shannon, a mother with three daughters at Success Academy, echoed this sentiment.
"I don't understand why The New York Times thinks it has to educate me as a parent about the school that I choose to send my children to," she said.
"I'm not some poor, uninformed parent or someone who is not aware of what's available in New York City schools," she added. "I chose Success. I made that choice because it's the best choice for my daughters."
The news conference was punctuated by raucous applause and shouts of "that's right" and "say it again" when the teachers and parents agreed with what one of the speakers had to say about their schools.
"We can't get a fair shake from the so-called paper of record," Moskowitz said at Friday's event.

For example, there have been lots of signs that the latest round of criticism Eva Moskowitz and the Success Academies is going to find more and more traction in the near future. (That's the main reason I put out a second post on Friday.) Along these lines, Diane Ravitch pointed out an interesting development yesterday.

A very good question

I like this question a lot:
I am sure it is an oversimplification, but so is the lower taxes will always increase growth. We have not been seeing that in failed states, have we? Nor did periods of English history like the Anarchy really help England grow economically, despite the weakening of central power. Especially if central power is replaced by local power, which is often more arbitrary (ever interacted with a homeowner's association?).
Finally, as Megan McArdle points out, there really isn't that much more to cut with Federal taxes except among the very high earners, unless you want to remove payroll taxes. Whether or not that would increase growth, it would have a very bad effect on current retirees.
It is certainly worth pondering if we shouldn't refocus on how to make sure that the money collected is spent effectively instead of obsessing about the amount that is spent.
I like this question a lot:
What's the point of advocating any economic policies (either using left or right wing logic) on the basis that they will boost economic growth and create jobs if as soon as the Fed thinks that there might be upward pressure on wages at some point in the distant future they're going to raise interest rates?Mostly because it makes it clear that economic feedback cycles are potentially quite complex. If the government taxing money (as an example) slows growth and thus the federal reserve doesn't have to act to slow growth then do we not end up with public good benefits and the same growth rate?

Nor did periods of English history like the Anarchy really help England grow economically, despite the weakening of central power. Especially if central power is replaced by local power, which is often more arbitrary (ever interacted with a homeowner's association?).
Finally, as Megan McArdle points out, there really isn't that much more to cut with Federal taxes except among the very high earners, unless you want to remove payroll taxes. Whether or not that would increase growth, it would have a very bad effect on current retirees.
It is certainly worth pondering if we shouldn't refocus on how to make sure that the money collected is spent effectively instead of obsessing about the amount that is spent.

Success is not a scalar
I have been meaning to blog about this story for a long time. It raises all sorts of interesting and important questions about statistics and public policy that could merit any number of posts. Unfortunately, I haven't found bandwidth to do the topic justice. I certainly don't have time now but things are starting to heat up with the Success Academies and I need to get something down on paper, even if it is just a few quick bullet points.
There is a long list of assumptions and potential failure points associated with the system of metrics we use to evaluate schools;
One of the most troubling signs of a breakdown in the system is a divergence between the primary metric you are using for ranking and other metrics that should be measuring something similar;
Especially worrisome is the use of low stakes/high-stakes tests. These are tests where the outcomes have relatively little direct impact on the students who take them but have a large impact on schools and administrators. By comparison, the SAT, the ACT, the GRE, etc. are high-stakes for the students taking them;
It is particularly worrisome when the students from an institution do particularly well on a low stakes/high-stakes test then do much worse on a high-stakes/high-stakes test.

Days earlier, Moskowitz had stunned many in this town by asking the state to grant her 14 new charter schools, thus potentially catapulting her network to 46 schools.
The first Success graduating class, for example, had just 32 students. When they started first grade in August 2006, those pupils were among 73 enrolled at the school. That means less than half the original group reached the eighth grade. And just 22 of Friday’s grads will be moving on to the new Success Academy High School of the Liberal Arts, which is set to open this fall, while 10 opted for other high schools.
None of the 32 grads, however, will be attending any of the city’s eight elite public high schools, even though Harlem Success Academy 1 ranked in the top 1% on state math tests this year and in the top 5% in reading — a fact Moskowitz herself proudly highlighted.
“We are incredibly proud of our eighth-grade graduates . . . who are proving that zip code does not have to determine destiny,” Moskowitz said in a written statement.
A network spokeswoman confirmed Tuesday that 27 eighth-graders took the Specialized High Schools Admissions Test last fall, but none scored high enough to be offered a seat at one of the elite high schools that rely on the test, like Stuyvesant, Brooklyn Tech or Bronx Science.
Citywide, some 26,000 eighth-graders took the specialized high schools test in the fall of 2012, and 20% were offered a seat. So you’d expect a minimum of five or six students from Success 1 to score high enough to get into one of the elite schools.

Still, if Harlem Success students had matched even the 12% admission rate for black and Latino students who take the test, you’d expect at least three of the Moskowitz students to have been admitted.
“We were shocked that none of our students was offered a seat in a specialized high school,” one parent told the Daily News.
